Conditional Count in ASP.NET REPORTS

Good Day,

Can somebody help me why is this line of code is not returning the correct value

 =IIF(Fields!Service.Value = "2", Count(Fields!Service.Value), Count(Fields!Service.Value))

The thing is that it counts the all the values...
