Is Google Play the only app testing site I can use to test in-app billing for Android apps?

tl;dr: can I test in-app billing on other alpha testing sites (not just Google Play)?

I am exploring options for delivering alpha and beta versions of a new Android app that will include extra content that the user can purchase via in-app billing. While I like Google Play's alpha and beta testing capabilities, its lack of an API for continuous integration makes it somewhat less desirable than other options - however I have a dilemma.

Google Play allows Test Purchases that look like normal purchases, but do not charge users. Is Google Play Alpha/Beta the only platform that has this kind of (or any) support for in-app billing?
