keepalived restart but not unplug cable

I'm having problem with keepalived nopreempt problem. The issue is I set both server on STATE as backup with nopreempt option.

then,

I tried to restart keepalived primary server process it will swing to secondary server as active server. it stays there. perfect(this works fine)

problem -primary server as active server. if i unplug the cable on active primary server then it will swing but if I plugged back the cable to primary server. it will swing back to primary as active server.

I would be very glad if anybody could advice.
