Distribution of free content on google play store

I m looking forward to develop an Android application that will display wallpapers and ringtones that i will keep updating in my web service. These wallpapers will be free to download. The question is can I use wallpapers that are available on google without any cost or on websites like hhtp://www.zedge.com is there any privacy restriction from google about redistributing content that we get from free websites. How do we verify that we are submitting the legal thing?? advise {}
