Uploading real time data from excel-sheet to a website

I am working on a real time energy monitoring system which is part of my final year project. I've a program written in Visual Basic which reads the register address of the energy meter and logs the readings onto an excel-sheet.

Now the problem is to upload the data in this excel-sheet onto the website, I am not sure of the approach that should be followed to achieve this task.

I've thought (not yet tried) of using Google Drive for this purpose.

Idea is, I'll upload the excel sheet onto Google drive and then Google drive has a feature of auto publishing the excel-sheets onto a webpage every time the changes are a made into the file. Doubt I'm facing in this procedure is that does Google drive has the feature to auto-update the file stored on the drive, with the file which is stored on the Computer. I want the files to sync every minute as the data is recorded every minute.

Please do let me know if this method will work or fail. Also let me know if there are other methods for doing so.

As I am an Electrical Student, I don't have a good programming background, would guys recommend me some simple ways to do this task? I know its difficult for you to explain but I'd highly appreciate if you would direct some basic resources which would guide me in achieving the task.
