Can chromeos run from a Linux terminal?

For example, if I have a remote server(or VPS), I want to interact with the server from a browser view. The same time, some other operations e.g. Checking email, working with Github GUI, can also be done from this graphical terminal. There are already many text-based browser solutions in market, however, they are apparently not usable. So the only path I can imagine to realize this is ChromeOS. I'm not sure if it's a reasonable reasoning.
