Count of Table1_IDs in Table2_arrays

I'm working with two tables:

Table1: 3,000 IDs

Table2: 10,000 arrays, each containing a subset of Table1_IDs

I'd like to count how many times each of the Table1_IDs appears in a Table2_array. This would be trivial using cell references in Excel, but I can't figure out how to do it with a SQL query.
