How to list hidden partitions and read / write files to them?

I have two hidden partitions. Partition flags are 0x1B and 0x17 which stand for hidden FAT32 and hidden NTFS.

Is there a way to read and write files in these partitions?

I have tried FindFirstVolume with FindNextVolume and WMI queries, but they didn't work in listing hidden partition.

And I don't want low level disk functions.
