How to skip target dependency for debug builds

I have a Mac app that includes a quicklook plugin. The quicklook plugin is a dependency for the mac app target. When I'm doing debug builds I'd prefer for the quicklook plugin to not get built, just to speed up builds. Is there are way to make it so that a target is only dependent on another target for a release build?
