Python implementation of universal quantifiers?

I believe I know how to go about writing a program all_true, but my professor wants it in the case of using universal quantifiers, which is my issue. I don't understand the arguments being used in the all_true function either. If anyone can elaborate a bit more on how to go about doing the problem that would be great!
