Horizontally scroll to anchor with mousewheel

I'm working on my website actually (http://ift.tt/VKjg7l) but I'm not good enough with Jquery to find a way to do what I want. I want to use the same action as the website below but horizontally. More specifically, with the mousewheel I would like to go to another section of the website instead of just moving.
