database table design 1id linked to multiple country combination

I am unable to normalize one table

This is the client business case which I can't change

Entities in question : ID, Country Code

Situation is this :

1. : 1 : IN,CN 2 : 1 : IN,KO 3 : 1 : AU,TH 4 : 1 : IN,CN ---Not possible So in short one ID linked to multiple country code combinations

Above does not say that ID 1 is linked to all IN,CN,KO,AU,TH

It says for case 1 ID is linked to IN,CN for case 2 ID is linked to IN,KO and so on

However two different cases cannot have same country code combination for the same ID So case 4 is invalid

Database to be used is postgresql 9.3

How do I better design this table as I have to do inserts updates, search keeping above conditions intact
