Recommendation for automated daily e-mail generator

I have a linux machine (Debian) with a Postgres database on it. I would like that machine to send daily e-mails to a fixed list of recipients with some nicely formatted HTML reports out of that database.

Is there a best practice for that? I heard some people use PERL for that. Is that the right choice?
