SOAP and WS-ReliableMessaging

I have a couple of questions regarding SOAP and WS-RM.

1. 
   

   Why WS-RM works with SOAP but not REST?

   
   


2. 
   

   If I have a ESB in my SOA, the ESB will implement WS-RM and guarantee the delivery of message anyway. Does this mean there is no point of using SOAP in this case?
