I need to create a carrier site where add the address they live in, along with the address the move to.

I need to show the carriers (one or more) that is needed to make that move. i have the list of carriers with postal codes each supports. The connection will be from at least one carrier up to four max! What is the best way?

Now i check the base address to get the carriers and if they support the final destination (only one carrier needed). If not found, check all carriers from destination and connect with the carriers from base address!
