Unrecognized MenuBar Icon

At some recent(?) time an icon has begun to appear on the menu bar of the active window. It has the appearance of a monitor divided into 4 quadrants. When you left-click it, you can select either a 4-quadrant icon or a one-screen icon. A right click brings up a sub-menu (Find Window, Desktop Partition, etc).

Can anyone tell me what this icon links to? Is it a new Windows' feature or some hack?
