Count if based on two columns

I have col A with all part numners and col B with corresponding locations.

I want to see how many of X part number is in Y warehosue. The results sheet is the list of part numbers on A and transposed on the first row is all the unique locations. I would love to just do a "=countif(Range1, PN &&, Range2, WH).
