Delay time of handler is strange

I put my handler into sticky service. It is looped per 30 secs. Normally, it works well. But sometimes, especially when I just installed this app,

all is messed. per 2 secs, 5 secs,..

For this case, because it is sticky background service, I have to reboot the device. Then, all is peaceful.

Could you tell me why this happening?
