Element Inspector size different than element sizes

When I open the element inspector (Google Chrome) and I drag the screen to smaller-wider then Chrome displays the Width/Height ratio on the top right corner.

Which in my example says: 1400(Width)x(Height);

Now when I look at my Body in the element inspector (Bottom) it says Width navigation is 1538px (Width).
