How to export mysql db where category = 1

I want to export mysql database and i dont know how

i have 12 category's 1,2,3,4,5,6,7,8,9,10,11,12

table 'posts' field category'1'

how to export only from a specific category ?

also same thing for users .. how to export users that has locale=DE table 'users' locale 'DE'
