How to "convert" this into html and/or javascript?

I have a code from a php file in my wordpress theme, that i would like to "transform" into a html or java text, in order to call this function in a custom sidebar (which only accept html) in wordpress. I'm no developer so i have no idea how to achieve that.

In order to call the function in html/java, What would be the equivalent of the following code

if(!function_exists('it_get_details'))
