Some formatting questions about converting a ipython notebook to latex

My first question is how can I have the command \usepackage{foo} appear automatically before \begin{document} in the converted .tex file by using a custom .tplx file.

Another question is how can I have unnumbered sections/subsections instead of numbered sections/subsections. I found this question is asked before (link), but it seems that in my IPython version (1.2.1), it doesn't work. Also, is there a way to reformat they way a section is numbered (e.g. I.1.1. instead of 1.1.1.)?
