Include External Libraries in Visual Studio 2010 Ultimate

I am trying to link a external library with Visual Studio, whenever i try to use View "Property Manager" there is no page there, when i try to use the right click on the App and Click Properties it still doesn't work, how do you link external libraries in Visual Studio 2010 Ultimate
