Using CSS instead of html maps to create a circular menu

I have an old circular menu that was created using html maps but I want to convert it into a css type menu(hope this makes sense), the old menu is located at http://ift.tt/1f0XBdB

Is it possible to do this? Any pointers will be appreciated as I am not quite sure on how to start on this.
