VE on Virtuozzo, do they share the same TCP/IP stack?

Virtuozzo is a different virtualization from the others Vmware, Xen, virtualbox etc. When I sign up for an account, I can't have more than 2000 TCP connections. I have a feeling that different VEs somehow share the same TCP/IP stack, maybe that's why there can't be too many TCP connections on one VE. Don't know if there are any documents on this. Thanks.
