changing in pdf structure

I changed in the obj structure of pdf file

the original ona is:

1 0 obj  % entry pnt
    <<
      /type /Catalog
      /Pages 2 0 R
    >>

I write a code in python and converted it to this just to move the user when he open the pdf to yahoo page:

1 0 obj  % entry pnt
<<
  /type /Catalog
  /Pages 2 0 R
  /Type /Action
  /S /URI
  /URI (http://www.yahoo.com)
>>

but nothing happened.. does anyone know the problem ???
