Could not locate Microsoft.VisualStudio.Shell ... Why?

I am using Visual Studio 2013 and opened a solution from an old version.

One of the projects, in NET 4.5, is for a VSPackage and I get the following error:

The referenced component 'Microsoft.VisualStudio.Shell.11.0' could not be found.    

Could not resolve this reference. Could not locate the assembly
"Microsoft.VisualStudio.Shell.11.0, Version=11.0.0.0, Culture=neutral,
PublicKeyToken=b03f5f7f11d50a3a, processorArchitecture=MSIL". Check to 
make sure the assembly exists on disk. If this reference is required by 
your code, you may get compilation errors.

I checked the references and I can't find Microsoft.VisualStudio.Shell.

How can I solve this?
