python tkinter blank listbox with add button?

I am not familiar with tkinter I am trying to create a blank list box where i can can pass anything i want into it.

I have seen a few examples on this site with list box but nothing really close to what I would like. Anyway to give you an idea of what I am trying to do I googled examples of listboxe's, this is the closes thing I could see to what I want to do. Now is there a way to do this in tkinter with python 3 ?
