WinSock2 getaddrinfo() with AF_UNSPEC only returns IPv6 addresses when AI_ALL flag is set

For example with "google.com", with explicit AF_INET6, it gets the IPv6 address.

In contrast resolving "localhost" with AF_UNSPEC and without AI_ALL, it gets both IPv4 and IPv6.

What could be the issue?
