I decided to build a website but now I'm stuck with the web-stack, what to use?

This year I decided to learn some web development and it all seemed easy with HTML, CSS and JavaScript but now I don't know what to do! I have the webpages already designed (with HTML, CSS, JavaScript) but now what is the next step? I don't know anything about backend, all i know is that I need a database management system and a scripting language to interact with the db...

The website hopefully will also have a mobile app (with users, photos, events, etc.) and I'd like to know the best solution for the stack I should use...

I read that Ruby on Rails for is pretty easy but I guess it would make the web pages I have already designed a waste of time because it already has built in HTML, CSS and JavaScript, correct? I always thought that designing the web pages in HTML was the first step in building a website...

Can anyone help me?
