Dynamics CRM User CALs - On-Premise

I know this is not a technical question but I was just wondering:

Do we have to pay User CALs for Dynamics ON-Premise installation every year?

I know that its Monthly for CRMOnline ($65 - Professional) and for CRM On-Premise $972 (they don't specify if it is annual or one-time)....Do I have to pay $972 every year is my question.
