HOMEDRIVE and HOMEPATH for SYSTEM windows account are wrong

Using a special command prompt (PsExec) i can call the command as the SYSTEM account:

...>set HOME
HOMEDRIVE=C:\builder_workspace\utils\cvs-1-11-22
HOMEPATH=C:\builder_workspace\utils\cvs-1-11-22

But as shown it gives me a strange output. How can i change these variables without overriding my own user variables?
