RWD Converting an existing site into responsive

I'm looking for good tips how to convert a desktop version of website with absolutely positioned elements. (I don't know why somebody use positioning instead of floating)

I thought to remove positioning and use floating, margin instead.

I don't want to use something like Bootstrap this time, prefer media queries and relative units.
