Apache2 User Directory Not Found

I am using Apache2 (Version 2.4.7) in Linux Mint 17. I am having problem with my user directory.

I have some html and php files in my test directory. I can access "localhost/~USERNAME/test" directory and all the files in the "test" directory. But I cannot access if I only put "USERNAME/test" in my web browser. It's giving me "404 Not Found" error.

I can see http://USERNAME as I have added USERNAME in my /etc/hosts file.

127.0.0.1 localhost USERNAME

But I cannot see http://USERNAME/test.

Also I have put ServerName as USERNAME in Apache.

What am I doing wrong here? Please help.
