Is Netsh a default tool on Windows Vista and up?

I'm using it to add a HTTP URL to the Account Control List upon program start, so that I won't get an access denied when using my HttpListener. It has to be able to run on every Windows PC from Vista and up, but I can't find if Netsh is a default program or comes with some other Microsoft server tool.
