Creating a speech synthesizer

For my project I was hoping to create a unique voice to read out data to the user. I wanted to create a speech synthesizer (ideally in python) that used Format Synthesis or Hidden Markov Model Synthesis however, not only is there next to no information on these topics it seems as though I cannot find a resource on how to create even a basic type of either of these two systems. Are there any resources that I could/should look at? What would go into making one of these types of speech synthesizers?
