Force "pending" payment type for Paypal Sandbox IPN

Okay, I feel like I'm in a maze any time I try to read through Paypal's developer documentation.

I'm trying to do the following:

1. Submit a sandbox payment as an e-check causing it to be "Pending"


2. Click a button to change it from "Pending" to "Complete"

All I'm trying to do is see if my back-end logic picks this up once Paypal sends the "Complete" IPN. I've created several sandbox accounts and tried to find this. I changed "Review Payments" to true, and the status is still saying "Complete"

If it's right in front of my face, I didn't see it.

Could use some help :)
