how to display accented charaters in a database

i have a database with all my tables and columns set to utf8-general-ci. i inserted some data containing accented characters but i don't get the exact data in the database  .for instance when i insert accented characters i get encoded data.i am using notepad    {utf8 without bom}.I also used    {mysql_query("SET NAMES utf-8");}.I have tried many alternatives. Any ideas about the problem??????

note:when i retrieve the data from the database,it displays just fine
