How to use internal maps in mobile app

I'm developing and app for our office and office is situated in a large land and there are so many buildings in the land.So what i need to do is i need to embed a Map of our office land and embed it to the Mobile and with use of Location users should access different locations easier. How can use maps like this .What are the available tools (free tool would be better)
