How do you scan for IoT devices?

How do services like shodan scan for IoT devices? I've tried to look this up but with no luck - that's why I'm asking about it.

I'm not internested in scanning a private network, I'm on about public devices (just for clarification).

Any help and resources are grealtly appreciated.
