Strange Courier New font issue on some programs with Windows 10

I bought a new laptop in China and struggled to change the Windows 10 Enterprise language to English. I succeeded but some programs have the incorrect font in their menus. I am unsure if the Windows 10 language is related to this issue. Here are some examples:

Notepad++:

Dreamweaver CS6:

Many installers like this iTunes installer:

MEGAsync:

The font looks to be Courier New. My File Explorer and the Office applications seem to be unaffected. The text size of my laptop is set to 125%. My resolution is set to 1920 x 1080 (recommended).

This is not a big issue, but I was wondering if anyone has experienced this. Any help would be most appreciated.
