Barebones website to display and format content for inclusion in iframe

I would like create a website containing text, which can them be included as an iframe in another website.

I could directly embed this in the iframe, but I would additionally like to format the font and enable special characters, which are wrongly displayed.

Therefore, I would like to create a standalone website, which calls this content and formats it. I also need to be able to specify a width for this new website.

I am asking for the simplest possible solution (one html file and one css file maybe), which does this.
