rbenv error when using Jruby to bundle exec

I have been trying to setup a new apps dev environment, however I keep on hitting a variety of snags. However I keep getting this error, it manifests in a variety of locations, i cannot for the life of me work out the root.

warning: executable? does not in this environment and will return a dummy value

Any help would be really appreciated.

gem install bundler
