Upgraded to JRE 7u55 - forcing terminal server users to download old j2se

On Windows Server 2003 - After upgrading a terminal server to JRE 7u55, users who have previously connected to Oracle EBS are receiving a prompt forcing them to use the application side java version.

"The website wants to install j2se 5.6..."

With non-static versioning, the clientside JRE being at 7u55 should allow the users to use that plugin version or at least have the choice to use their latest version that's installed, or install the application server's version.

If we delete the profile for that user, they are able to connect properly. Though this is not really a suitable workaround.

Any tips or suggestions?
