How do I enable MongoDB for PHP on Heroku apps

I've looked quite a bit and have seen this post, and the corresponding notice that extension is now available. However dropping the ext and with the ext I still get errors.

Your requirements could not be resolved to an installable set of packages.

Problem 1 - The requested package mongo could not be found in any version, there may be a typo in the package name.

When I try to run my application I see the error in the log that PHP Fatal error: Class 'MongoClient' not found

What am i doing incorrectly?
