I'm building a website that need to have two functionalities:

• Chat + Voice Conversations (VOIP)


• Online Payment Processing (Credit Card, Paypal)

What's the best and easiest to integrate APIs that will help me achieve the above two functionalities?

I am new to all of this, and need some advice on how to build my website from scratch. I am planning to build a sleek and well designed website. Should I use ruby for that?
