Writing to file error. Function Call error c++

I have a question. I've been researching the topic for awhile but I'm not sure what I am doing wrong. My program should output this madlib to a text file, but it isn't working. I have tried way to many things to list. What could I be doing wrong? I'm just going to link the github. I tried it the way listed below. I tried rewriting it to prompt a user to enter the output text, I tried opening the output file then writing to it.
