Custom Google Chrome Eextension: Add the Google accounts bar

First off I am not sure what the Google accounts bar is called. Having it's name would make it easier to Google for answers (see picture):

Secondly I am creating a custom chrome extension with a new tab page as a learning experience and would for convenience sake have the Google accounts bar displayed at the top right as with any new tab or when you have a google page open. I do not need access to user information or special permissions. It just needs to function as normal.
