Create dynamic surveys in rails

So, I've been following Ryan's rails cast about nested model and forms.

And I'm building a survey system , exactly like Ryan's example.

However unlike Ryan's example, the creator of the survey isn't the same as the one who answer it.

And I'm kind of blocking here. How can I generate a proper rails form based on the question of the survey that will create the input for the right question.

Also, how can I enforce the relationship, like if someone edit the HTML code and change the ID of the question.
