Paste Pictures On Top Of Each Other Using PHP

I've got a basic map file, on top of which I'd like to paste other partially - transparent images. I don't need any ajax capabilities at the moment - I just need th following to happen:

1. Load basic map page


2. Load specific region colored (partially-transparent images)


3. Load another region (without deleting the previous one)

Should I just insert an entry into the DB whenever a form is submitted, than run a loop that checks what are the regions that needs coloring and then pull them,or is there a better way?
